William "Willy" Penn, worked along with my Father Sgt. Joseph Rexhouse and many other great men and women of the City of Beacon Police department, and will always be remembered as a true gentleman and beloved friend of my family and many others. He also helped inspire my love of Harley Davidson motorcycles starting at a very young age. R.I.P. Sir.

I just read of Bill's passing, and want to send my thoughts, love & prayers to his family I have known Bill my entire life. He was never without conversation or a huge smile. Bill was such a huge part of 'Beacon' & the Beacon Police Force. He could always make me laugh even through many rough times. Bill was 'one of a kind', a great friend, confidant, listener, and also a jokester. Many years ago when I worked for what was the IBM CU, one of my employees came into the kitchen & said that there was a man at her desk & he wanted to open up an account. At the time, you could only join the CU if you worked for IBM or had an immediate family member who had an account. I asked her what the problem was, & she said the man said he was my brother, & she was not sure if he was or not. I walked over to the security screen, saw it was Bill sitting @ her desk & told her, yes, that's my brother. I came out from the kitchen & went over to Bill & was greeted with a huge hug & a 'Hello Sis'! He put a smile on my face that I had on for the entire rest of the day. My heart is heavy, but I know we will see each other again one day. God's Blessings always,
Nanci (Baca) Wilson & family

I worked with Bill for many years at the City of Beacon Police. In addition to the greatest conversationalist, he was also a gentleman. He and I shared our love for Harley's...often talking about them. Life just isn't fair. Bill was struck with serious medical conditions early on in life. He gallantly hung in and persevered for years. I always had the utmost respect for him. Rest in Peace Bill, you deserve it.

As a kid growing up in Beacon, I can remember seeing Mr. Penn rideing his motorcycle around town. He always had kind words. RIP William Penn, thank you for your service.

Growing up in Beacon I had many occasions to interact with Willy, as a teenager he straightened me out a few times, and I'm glad he did, I could have gone down a very different path had it not been for him. Rest in peace.

To the family:
I knew Lt. Penn when I was a resident of Beacon,NY. Before he ascended to the ground-breaking position of Lieutenant. He was highly revered in the Black community. What a wonderful legacy! God bless you all.
